OTTAWA — Lee Dalton’s basset hound, Whiskey, had seen him through some  difficult years, so when his dog started to suffer with chronic glaucoma, he was  desperate. Dalton, 55, a double-amputee who lives on disability benefits, could not  afford the operation Whiskey required. And he couldn’t abide the idea of putting  Whiskey down.
